One way to improve connections would be to “open up” the underpasses at 3rd Street and 5th Street, which are dark and narrow today. This option could occur without changing how current traffic operates.

The sloped walls under the 5th Street bridge could be pulled back to provide more pedestrian and bicycle accommodations together with improved lighting.
